What is the best source for a small business owner with moderate web experience to build their own website?

I am not a beginner, but not an advanced coder either. I started with godaddy for name and hosting, but their Websitetonight product does not give me the polished look I want. I don%26#039;t think I need something like Dreamweaver because I don%26#039;t plan on building again after this. I cannot find a web-based option that has lots of great-looking prebuilt pages - this would be ideal. I don%26#039;t really have the budget to hire a pro. Any suggestions would be greatly appreciated.
